Bill's many years of advising, counseling and planning have proven to be invaluable to his clients. To assist in preparing estate planning documents and handling real estate and probate matters, Bill draws not only upon his legal training and knowledge but also uses his own life experiences as well as those of the many clients he has assisted. Bill's client base includes not only those persons new to the area, but also his many long time friends and clients dating back to his young lawyer days.

While still in law school, he served as a State Representative in the Texas House House of Representatives followed by two years active duty in the US Air Force working in counter intelligence and criminal investigations as a Special Agent with the Office of Special Investigations (OSI).
After military service, Bill and wife, Kathleen, moved to his home town of Wharton to raise their family. There, Bill joined the firm of Cline & Cline to practice law with his father and son, and operate a family owned title business. During that time Bill served on as Wharton City Attorney and as legal counsel and director of a local bank. Bill was and the board of director of several civic organizations and was President of several, including the Wharton Lions Club, the Wharton Chamber of Commerce and Agriculture and the Wharton County Bar Association. In 1986 Bill was named Wharton Citizen of the Year.
In 1995, while Bill was practicing with an Austin law firm, he and Kathleen moved to Wimberley where they enjoy the Hill Country life and Bill continues his active law practice. Bill has served as a Director of the Wimberley Lions Club, on the City of Wimberley Board of Adjustment and as Chancellor of St. Stephen's Episcopal Church and School. Son, Scott Cline, is a San Antonio attorney, and daughter, Carhy Carolan, is a Wimberley school teacher.
In addition to his law practice, Bill's interests include family activities with Kathleen, their children and grandchildren. Bill also enjoys tennis, running, hunting, reading and traveling. Bill and Kathleen survived a night together in their attic during the 2015 Blanco River Memorial Day Flood, then rebuilt their home and once again enjoy a "Little Bit of Heaven" on the river.
Bill believes that the most important aspect of his law practice is to listen and counsel carefully with his clients in order to be able offer advice and draft their wills, trusts and other important estate planning and probate settlement documents so as to accomplish long term family goals in the most efficient and practical manner.
